According to West Virginia DMV vehicle equipment code, all street legal vehicles are required to have baffled mufflers on the exhaust. In other words, unless the resonator is baffled (which none I have seen are), then it would technically not pass inspection in WV. From what I understand, the idea was that this is to prevent flames from shooting out of the tailpipe if a car or truck backfires. Of course, as a matter of practice, they don't enforce that bit of law in the least. There are a lot of vehicle equipment mandates--many of which are obsolete--that are not enforced but still technically remain on the books in WV.
